Insuring a town that doubled in a decade

Leland had 13,527 residents in the 2010 Census and 22,908 in 2020. The town's own figures put it at 33,065 now, and the town notes that the Census Bureau now counts Brunswick as the fastest-growing county in North Carolina. That growth shows up on the ground in Brunswick Forest, Magnolia Greens, Westport and the neighborhoods along U.S. 17 and N.C. 133 (River Road). The town recently rezoned about 515 acres along U.S. 17 between the Westgate shopping area and Brunswick Forest.

A lot of Leland homes are new, which helps with roofs and wiring. It also means a lot of first claims, first renewals and first HOA disputes.

Leland sits across the Cape Fear River from downtown Wilmington, about 10 minutes away by the town's estimate. The weather is the same weather. In 2018 Hurricane Florence came ashore as a Category 1 storm, and the town says several days of rain and sustained wind caused major damage across every part of Leland. The NWS recorded an 84 mph gust on I-140 near the Cape Fear River.

Belville and nearby

Belville sits next door on the Brunswick River, part of what the town calls the northern gateway to Brunswick County, about five miles from the port of Wilmington. Insurance there works the way it does in Leland. Belville is in Brunswick County's "coastal area" for the Coastal Property Insurance Pool, and flood is never part of a homeowners policy. What North Carolina sets for Leland homeowners

  • Rates. Base rates come through the North Carolina Rate Bureau and the Department of Insurance. Statewide average base rates rose 7.5% on June 1, 2025, and 7.5% on June 1, 2026.
  • Consent to rate. A company can charge more than the approved rate. You don't sign a form. Your declarations page must show, in bold capitals, the approved-rate premium and the company's premium. Paying the premium counts as consent.
  • The Beach Plan. Brunswick County is in the Coastal Property Insurance Pool's area. Leland is "coastal area," so the pool can write wind and hail coverage or a homeowners policy when the regular market won't.

What usually goes wrong for Leland homeowners

  1. Assuming the HOA covers the building. An HOA's master policy may cover only common areas, or some or all of the buildings, depending on the community. Read it before you choose between a homeowners policy and an HO-6.
  2. Buying the house at closing, insuring the build too late. If you're building in Leland, the builder's coverage and yours need to meet with no gap. Ask who carries builder's risk and when your policy starts.
  3. A dwelling limit copied from the contract price. New-home prices include land and builder margin. The limit should match the cost to rebuild, which is a different number.
  4. No flood policy on a lot near a creek or the river. The town requires a floodplain development permit for work in a special flood hazard area, including bulkheads, docks, piers and fill. If your lot needs one of those permits, it needs a flood conversation too. Homes outside mapped zones still flood in long rain events like Florence.
  5. The wind deductible. Your policy may carry a percentage hurricane deductible. On a $500,000 dwelling limit, 2% is $10,000.
