The biggest home insurance change in Hampstead lately didn't come from an insurance company. FEMA approved new flood maps for Pender County that took effect on January 17, 2025, replacing the old maps in areas predominantly east of US 421, the side of the county Hampstead is on. Not every map panel changed, so check your address on the county's flood map. The county says that in many areas the flood zones expanded because the base flood elevation, the expected height of a 1% annual chance flood, went up.
Two things follow from that. A home that wasn't in a mapped flood zone before may be in one now, and a lender with a federally backed mortgage will then require flood insurance. And a home that was already in a zone may now sit further below the base flood elevation, which changes what flood coverage costs. If you haven't looked at your lot on the new map, start there. Pender County keeps elevation certificates on file for some properties, and its planning office has a location in Hampstead.
Hampstead sits on the mainland, but it's close enough to the ocean that wind drives most of the price. During Hurricane Florence in 2018, the National Weather Service recorded a 92 mph gust at the Hampstead EMS and fire station, and a rain gauge west-northwest of Hampstead caught 29.52 inches. Across the waterway, Hurricane Fran in 1996 pushed a storm tide as high as 12 feet over Topsail Island. If you also own a house on Topsail Island, it sits in the "beach area," which is insured differently.
