Three towns, two counties and different flood rules on one island.

A Topsail Island home usually needs a homeowners or dwelling policy, wind and hail coverage (often from the Beach Plan when wind is excluded), and flood insurance. The rules change by town: Topsail Beach, Surf City and North Topsail Beach each set their own freeboard, and part of North Topsail Beach sits in a federal coastal barrier unit where NFIP flood is not available for many homes.

Coverage descriptions here are general. Forms, endorsements and availability vary by insurance company, and your own policy governs.
Homeowners or dwelling policy. Covers the house, other structures, belongings and liability. Many companies write beach homes with wind and hail excluded, and rentals usually go on a dwelling or landlord form.
Wind and hail policy. Fills the gap when the homeowners policy excludes wind, often through the Beach Plan. It should match the homeowners policy on limits, dates and form. See wind insurance.

Every home policy we place includes wind and hail. When the insurance company excludes wind, we write the wind coverage separately through the Beach Plan or another company, so you're never left without it.
Flood insurance. Covers rising water and storm surge, which homeowners and wind policies exclude. NFIP and private options are compared on our flood insurance guide.
Named storm deductible. Usually a percentage of the dwelling limit. At 2% on a $500,000 home, you pay the first $10,000 of a named storm wind claim.
Ordinance or law. Helps pay to rebuild to current elevation and wind code after a covered loss, which matters on older island homes.
Loss of use or fair rental value. Pays extra living costs, or lost rent on a rental, while the house is repaired after a covered loss.
Liability and umbrella. Renters, guests, pools, docks and golf carts add liability. An umbrella adds limits on top.

Island and mainland. The island is reached by bridges across the Intracoastal Waterway (Town of Topsail Beach), so island addresses fall in the Beach Plan's beach area (NCIUA). Surf City lies in both Pender and Onslow counties and has island and mainland sections (Surf City land use plan); mainland Surf City is outside the beach area, and we check each address.
Freeboard differs by town. Topsail Beach requires the base flood elevation plus three feet (Topsail Beach Code Sec. 14-5). Surf City requires two feet above base flood elevation (Town of Surf City), and North Topsail Beach's 2020 flood ordinance also uses two feet (Ordinance 2020-01).
CRS discounts differ by town. North Topsail Beach is Class 5 with a 25% NFIP discount and Topsail Beach is Class 6 with 20%, as of Oct. 1, 2026. Surf City does not appear on FEMA's list (FEMA CRS list).
Coastal barrier unit in North Topsail Beach. Part of North Topsail Beach is in Coastal Barrier Resources System unit L06, and the town notes federal flood insurance is not available to properties in CBRS units (Town of North Topsail Beach). Under federal rules, NFIP coverage there is generally limited to structures built or permitted before the unit's prohibition date (U.S. Fish and Wildlife Service). Those homes rely on private flood.
North end erosion. North Topsail Beach reports a typical erosion rate of 2 feet a year, and 10 feet a year or more in the New River Inlet hazard area. The town declined to sign the federal beach project agreement in June 2021 (Town of North Topsail Beach), and the Corps' draft study for a New River Inlet terminal groin was open for comment until Oct. 19, 2026 (Town of North Topsail Beach).
Surf City federal beach project. A federal coastal storm risk project would place about 6.5 million cubic yards of sand along about 6 miles of shoreline, with construction expected in late 2027 (USACE release posted by Surf City).
Topsail Beach nourishment. Topsail Beach runs its own nourishment program under a 30-year beach management plan (Town of Topsail Beach), and its flood brochure notes Ophelia in 2005 caused five dune breaches (Town of Topsail Beach).
Storm history. In Hurricane Fran in 1996, Topsail Island was almost completely overwashed by a storm tide up to 12 feet, and North Topsail Beach lost an entire row of beachfront homes (NWS). In Florence in 2018, Surf City's dunes were destroyed and sand was carried up to two blocks inland (NWS).

Yes, but not always from the NFIP. Homes in coastal barrier unit L06 that were built after the prohibition date generally cannot get NFIP flood, so private flood is the option.
The Coastal Barrier Resources Act limits federal spending, including NFIP flood insurance, in mapped barrier units. It does not stop private insurance, but it can affect lenders and financing.
Island addresses are, because the island lies east of the Intracoastal Waterway. Surf City's mainland addresses are not in the beach area.
